If there is no such thing as a Toy or Teacup Pom then why or how are some of them (not runts) a lot smaller?

I have seen a tiny Pom that the breeder claims will be 1-1/12 lbs smaller than a “standard” Pom. Is this accurate?

I don’t think the AKC registration papers of these dogs say toy or teacup anything. In any breed there is a flucuation in the size of the dog. I was told my cairn terrier would weigh about 13-18 pounds. He weighs 26 pounds, my neighbor has the exact same breed that weighs 15 pounds and is much smaller. I know people who have pomeranians that are large, but had puppies that all grew to be much smaller dogs. Breeders are taking dogs in the small size range and breeding them in hopes of getting the smaller sized dogs.
